MEMORANDUM OPINION

LAMBERTH, District Judge.

Now before the Court are several dis-positive motions in these related, but not consolidated, actions. In particular, each of the plaintiffs has filed a motion for summary judgment against the Federal Energy Regulatory Commission (“FERC”) pursuant to Federal Rule of Civil Procedure 56. In the motions, the plaintiffs assert that there are not any disputed issues of material fact and that they are entitled to judgment as a matter of law. The FERC and the Intervenor-Defen-dants, 1 on the other hand, have filed their own motions for summary judgment…
