MEMORANDUM OPINION and ORDER
JENKINS, District Judge.
This is an action seeking declaratory and injunctive relief against the Secretary of the Interior. Jurisdiction is alleged under 28 U.S.C. § 1331 (federal question), 28 U.S.C. § 1361 (mandamus) and 28 U.S.C. § 2201 (declaratory relief). Subject matter jurisdiction is not disputed, and the court finds that it has jurisdiction. Venue is appropriate in this District under 28 U.S.C. § 1391(e) and also is not disputed.
