DECISION AND ORDER

On March 23, 2007, plaintiff Sanko Steamship Co. Ltd. (“Sanko”) applied ex parte for an order for process of a maritime attachment against defendant China National Chartering Corp., also known as Sinochart (“Sinochart”), pursuant to Rule B of the Supplemental Admiralty Rules for Certain Admiralty and Maritime Claims (“Rule B”).
