REINHARDT, Circuit Judge:
David AMnmade petitions for review of the Board of Immigration Appeals’ (BIA) decision denying his request for asylum and withholding of deportation. The BIA based its denial on an adverse credibility determination. That determination rests on insufficient and impermissible grounds. We deem the petitioner’s testimony credible. We reverse the BIA’s decision and remand so that the Attorney General may exercise her discretion under section 208(a) of the Refugee Act of 1980, 8 U.S.C. § 1158(a) (1990) with respect to petitioner’s asylum request and grant his request for…
