BRUNETTI, Circuit Judge:
Hugo Turcios, a native and citizen of El Salvador, was arrested in 1982 and charged with deportability under 8 U.S.C. § 1251(a)(2) (entry without inspection). He conceded deportability and applied for asylum and withholding of deportation under 8 U.S.C. §§ 1158(a) and 1253(h). Turcios petitions for review of the Board of Immigration Appeal’s (BIA) denial of his applications for asylum, withholding of deportation, and voluntary departure.
