KIDD, Justice.

Appellee Allcomm Long Distance, Inc. (“Allcomm”) filed suit against appellants Southwestern Bell Telephone Company (“Southwestern Bell”) and the Public Utility Commission (the “Commission”), seeking a declaration that the Commission’s final order in Docket Number 10127 (the “Order”) was void. Allcomm also sought an injunction prohibiting its enforcement. The trial court granted Allcomm’s declaratory relief and temporary injunction.
