I. BACKGROUND

This matter comes before the Court on remand from the Sixth Circuit Court of Appeals. ECF Nos. 31, 34. This is the third pro se petition for writ of habeas corpus pursuant to 28 U.S.C. § 2254 that Petitioner Ralphonzo Martin (“Petitioner” or “Martin”) has filed with this Court.
