This case presents yet another chapter in the story of the “take-or-pay” debacle in the natural gas pipeline industry. Petitioners are a group of local distribution companies and end-users that purchase natural gas from intervenor Columbia Gas Transmission Company (“Columbia”), an interstate pipeline regulated by the Federal Energy Regulatory Commission (“FERC” or “Commission”).
