OPINION
FIRESTONE, Judge.
This matter comes before the court on the parties’ cross-motions for summary judgment and the motion to dismiss by the United States (“government”).1 The plaintiffs are Filipino nationals who are employed by the United States Department of Defense (“DOD”) on Diego Garcia, an island in the Indian Ocean. The plaintiffs live and work on a U.S. military base on Diego Garcia. The plaintiffs contend that they are entitled to more compensation than they currently receive from the government.
