MEMORANDUM OPINION

PATTERSON, United States Magistrate Judge.

INTRODUCTION

Plaintiffs, Percy and Iris Skaggs, appeal an administrative denial of a $15,000.00 *643differential housing payment. This Court has jurisdiction upon consent and stipulation of the parties pursuant to 28 U.S.C. § 636(c)(1), (2). A bench trial was held before the undersigned on May 15, 1991. Upon the filing of the transcript of the trial proceedings, this matter is currently ripe for decision.
