VINSON, Associate Justice.

This is an appeal from a judgment of the District Court dismissing the appellant’s complaint on the ground that it failed to state a cause of action.

The appellant’s action is one for defamation, and is based on an allegedly libelous press release issued by the appellee, present Secretary of the Interior (referred to herein as the Secretary).
