The plaintiffs in these two related actions, Texaco, Inc. in Civil No. HM82-1814 and Amoco Oil Company in Civil No. HM82-1870, have both brought suit against the Governor of the State of Maryland and the Attorney General of the State, and the Commissioner of Consumer Credit for Maryland seeking declaratory and injunctive relief to restrain enforcement of section 12-506(h) of the Commercial Law Article, Maryland Annotated Code, which as amended most recently by Senate Bill 332 and House Bill 597, added three new subsections to section 12-506(h), as follows:…
