MEMORANDUM OPINION

BATES, District Judge.

“The writ of habeas corpus commands general recognition as the essential remedy to safeguard a citizen against imprisonment by State or Nation in violation of his constitutional rights.” United States v. Morgan, 346 U.S. 502, 506 n. 3, 74 S.Ct. 247, 98 L.Ed. 248 (1954) (quotation omitted). This case requires the Court to give substance to those words.
