Vladimir Vatyan, an Armenian citizen, petitions for review of a Board of Immi*1181gration Appeals decision upholding an Immigration Judge’s (IJ) denial of Vatyan’s application for asylum, withholding of removal and relief under the United Nations Convention Against Torture. During his asylum hearing, Vatyan attempted to introduce documents purportedly from the Armenian government but the IJ refused to consider them, apparently because Va-tyan had failed to obtain a government certification of their authenticity.
