SPROUSE, Circuit Judge.

Russell H. Carter appeals from the decision of the district court dismissing with prejudice his § 1983 1 action brought against the Norfolk Community Hospital Association, Inc. (Hospital). His complaint charged that the Hospital’s revocation of his professional privileges to practice medi cine at the Hospital deprived him of a valuable property right without affording him due process under the Fourteenth Amendment.
