In 1925, the mayor and common council of the city of Tncson passed a resolution of intention to pave and otherwise improve Park Avenue and East Broadway in said city, under the provisions of the Improvement Act (chapter 13, title 7, Revised Statutes Arizona 1913, Civil Code), together with the various amendments thereto from time to time made by the legislature. The resolution of intention provided for alternative types of paving, and notice was duly given by publication that bids would be received on the sixth day of April, 1925.
