OPINION

MARGOLIS, Judge.

This is an action in which plaintiff Alaska Pulp Corporation (“APC”) seeks over 1.2 billion dollars in damages for breach of contract and taking without just compensation by defendant United States. The case is currently before the court on defendant’s motion for sanctions, including dismissal with prejudice, contempt, award of expenses, and imposition of evidentiary rulings in favor of defendant. The court must decide if any of these sanctions are warranted because APC’s president and chairman of the board of directors failed to comply with this court’s July 15, 1997…
