MEMORANDUM OPINION AND ORDER
FORESTER, District Judge.
This matter is before the Court on the Plaintiffs’ Motions for a nationwide Preliminary Injunction and a Permanent Injunc tion (Docket No_). Having reviewed the pleadings in this matter, and having considered the arguments of counsel, the Court will grant both Motions for the reasons set forth below.
