The complainant alleges, in substance, that it is a foreign corporation doing business in the state of Washington, and doing a common carrier business of passengers and freight; that it owns, controls, and operates a steamship line extending from the ports of Puget Sound to divers ports in the territory of Alaska, and at such ports in the territory of Alaska it has connections with lines of railroads and other lines of steamships_ and facilities for the interchange of traffic, and that it is subject to the provisions of the act of Congress known as the “Interstate…
