OPINION

COHEN, Justice.

This is a pro se in forma pauperis appeal from a summary judgment on an inmate’s claims against a prison official. We affirm.

FACTS

This is the fourth appeal in this case. Appellant, Dan Thomas, sued appellee, James Collins, the director of the Texas Department of Criminal Justice — Institutional Division (TDCJID), claiming violations of state law and of his rights under 42 U.S.C. § 1983 (1987).
