Intervenor United Parcel Service, Inc. (“UPS”) moves to dismiss or transfer petitions filed in this Court by Newsweek, Inc. (“Newsweek”), Time, Inc. (“Time”), and Magazine Publishers Association, Inc. (“MPA”) for review of a decision of the Board of Governors of the United States Postal Service (“Governors” or “Postal Service”) approving a general postal rate increase.
