Clevon Jamel Jenkins (“Jenkins”) appeals from a decision of the United States District Court for the Eastern District of New York (Garaufis, /.), dismissing his declaratory judgment action for lack of standing. Jenkins is serving a life sentence following his 1995 convictions for murder and robbery in a Georgia state court. His 1998 habeas petition, filed in the United States District Court for Southern District of Georgia, was denied. Jenkins v.
