Petitioner Mobil Exploration and Producing North America Inc., (MEPNA) and in-tervenors Texaco Inc. and Texaco Producing Inc., and Oxy USA Inc. (collectively “petitioners”) each acquired leasehold interests in certain gas producing property. More than a year after the acquisitions, petitioners filed applications under section 7 of the Natural Gas Act (NGA), 15 U.S.C. § 717f, to succeed to a certificate of public convenience and necessity to sell gas from the property.
