I. INTRODUCTION

In the early morning hours of May 6, 2018, Officers Dennis Sfoglia and Nizam Ahmed of the Washington, D.C. Metropolitan Police Department ("MPD") arrived at the scene of a suspected drive-by shooting to find Defendant Harshia Johnson lying in the street.
