OPINION AND ORDER

CASELLAS, Senior District Judge.

Before the Court is Defendants’ motion for summary judgment (Docket # 92). Plaintiffs filed an opposition (Docket # 97) and Defendants replied (Dockets ## 108 & 110). After reviewing the parties’ filings, the evidence in the record, and the applicable law, Defendants’ motion will be GRANTED in part and DENIED in part.
