The plaintiff, Hilario Sanchez (“Sanchez”), brings this action pursuant to 42 U.S.C. §§ 1981 and 1983 against the defendants, City of Hartford (“Hartford”), Kathleen Palm (“Palm”), Shelley R. Sheppard (“Sheppard”), and Judith A.
