MEMORANDUM OF DECISION

In March 1995, the plaintiff Johnson Lee, a real estate developer, executed a stipulated judgment of strict foreclosure with BSB Greenwich Mortgage Ltd. (BSB) regarding a luxury condominium project in Greenwich that the plaintiff had developed.
