OPINION

ROBB, Judge.

The Kosciusko County Area Plan Commission ("APC") appeals from the trial court's reversal of the APC's decision to deny preliminary subdivision plat approval to Ist Source Bank. We reverse and remand. ~

Issue

The APC presents one issue for our review, which we restate as whether the trial court properly reversed the APC's decision rejecting preliminary plat approval and mandated the APC to approve the subdivision plat.
