The essential issue in this case is whether a three-month suspension of a motor vehicle registration by the Pennsylvania Department of Transportation (DOT) was proper.

DOT appeals from the order of the Court of Common Pleas of Montgomery County that sustained the appeal of Kathryn E. Go-mory (Gomory) from DOT’s suspension of her motor vehicle registration.
