I. INTRODUCTION
This civil rights litigation arises out of Plaintiff John C. Buchanan, Jr.’s involvement in attempting to redevelop a manufacturing plant into a film studio as part of Michigan’s Film and Digital Media Tax Credit program. According to Plaintiff, *733the project ultimately fell through due to a politically-motivated criminal investigation by the Michigan Attorney General. Defendants James W.
