The General Assembly by Act No. 204 of its, 1937 session, approved April 17, 1937, created the “Board of Commissioners of the Police Insurance and Annuity Fund of the State of South Carolina”, for the stated purpose of raising and managing funds for the granting of insurance and annuities to the peace officers of the State. 40 Stat. 295.
