This case arises under the Administrative Review Act (Ill. Rev. Stat. 1975, ch. 110, par. 264 et seq.) and comes to this court by way of appeal from the Circuit Court of Grundy County. At issue is the correctness of a circuit court determination reversing the decision of David W. Adelman, an administrative hearing officer.
