In early December 1997, St. Elizabeths Hospital (“Hospital”) in Washington, D.C., filed a letter notifying the district court that it had approved a supervised six-hour outing for John W. Hinckley, Jr., an insanity acquit-tee, to eat a holiday dinner with his parents and a companion on December 29, 1997, in a designated private home.
