The appellant, World War II veteran Jose P. Calma, appealed through counsel an August 25, 1994, decision of the Board of Veterans’ Appeals (Board or BVA). Pursuant to a joint motion by the parties, the Court, on February 5, 1997, entered an order that affirmed in part and vacated in part that decision and remanded two matters.
