Veteran Jesus Barrera appeals from a decision of the United States Court of Appeals for Veterans Claims (the “Veterans Court”).1 Mr. Barrera applied to the Veterans Court for attorney fees, costs, and expenses under the Equal Access to Justice Act, 28 U.S.C. § 2412(d) (1994 & Supp. V 1999) (“EAJA”), for representation before both the Veterans Court and the Federal Circuit.
