Petitioners are discharged deputy sheriffs of the county of Fresno who seek reinstatement. They were discharged by the sheriff of that county, one of the respondents herein, pursuant to a written order of removal dated September 26, 1956, charging them with inexcusable neglect of duty. At that time they were permanent civil service employees. On November 7, 1956, the sheriff filed an amended order for removal with the civil service commission of that county charging petitioners with inexcusable neglect of duty, immorality, insubordination and dishonesty.
