In these consolidated cases environmental groups challenge the legality of a forest management plan adopted on April 13, 1994, by the Secretaries of Agriculture and Interior. The federal defendants are the two Secretaries, the United States Forest Service, the Bureau of Land Management, and officials of the latter two agencies.
