Pending before the Court is the plaintiffs’ Motion for a Preliminary Injunction. The plaintiffs assert that a preliminary injunction is necessary in order to prevent a strike by members of the defendant Brotherhood of Maintenance of Way Employes (“BMWE”) against one or more railroads. This motion has been fully briefed by the plaintiffs and the BMWE and the Court conducted a hear ing on April 26,1995.
