BROWN, Circuit Judge:

This case involves a procedural challenge to the Transportation Security Administration’s recent Legal Guidance on Criminal History Record Checks. The guidance is TSA’s latest attempt to define the term “conviction,” since both statute and regulations bar people with disqualifying criminal convictions from working in sensitive positions at airports, but neither statute nor regulations define the term.
