delivered the opinion of the court.

On October 13,1939, the city council of Rockford received three bids for the collection and disposal of all garbage, ashes, tin cans, rubbish and dead animals from both private and public property within the limits of the city. Before 1939, contracts of the city provided for the collection and removal of garbage during 8 months, and other waste matter, during 12 months.
