This appeal involves a dispute between two governmental parties which they adamantly refuse to resolve without unseemly legal combat. Specifically, the State Department of Health and Mental Hygiene appeals from an order denying its motion for an interlocutory injunction commanding appellee Baltimore County to cease construction of, and the disposing of refuse in, a sanitary landfill until a valid permit and necessary approvals are issued by the Department of Health.
