II. BACKGROUND

A. The 116th Congress and the House Oversight Committee

On January 3, 2019, the 116th Congress began with the Democratic Party controlling a majority of seats in the U.S. House of Representatives. One of the House's first actions was to adopt the "Rules of the House of Representatives," which govern proceedings during the two-year term.
