DECISION AND ORDER

MARRERO, District Judge.

Pro se plaintiff Gregson Joseph (“Joseph”), an employee of the United States Food and Drug Administration (“FDA”), filed this action against Michael 0. Leavitt, Secretary of the United States Department of Health and Human Services (“DHHS”), 2 Dr. Lester Crawford (“Dr.Crawford”), the FDA’s Commissioner, and several individual FDA employees (collectively, “Defendants”).
