BACKGROUND
Dianne Harris slipped and fell on some ice, injuring her shoulder, on February 6, 1989. She was 35 years old at the time. Harris claims that her injury limited movement in her left arm and caused a great deal of pain. She applied for Social Security disability benefits on May 19,1989. Her request for benefits was denied administratively. She then made a timely request for a hearing before an administrative law judge (AU). That hearing was held on February 6, 1990, just twelve months after she was injured.
