This is another in a series of cases challenging the Omnibus DWI Act. Ark. Stat. Ann. §§ 75-1031.1, 75-1045, 75-2501 — 75-2514 (Supp. 1983). Gregory C. Sparrow, the appellant, was found guilty of speeding and driving with a blood alcohol content exceeding 0.10%. According to the chemical test, he had a blood alcohol content of 0.17%, and he admitted to having at least three drinks prior to driving. He appealed his conviction to the Washington County Circuit Court and waived a j ury. He was found guilty, fined $300, plus costs, sentenced to 24 hours continuous…
