Plaintiffs Iqtidar Rana and I.A. Rana Enterprises, Inc., (“Plaintiffs” or “Rana”) filed a First Amendment lawsuit under 42 U.S.C. § 1988 against Defendants City of Aurora (“City”), Mayor Thomas Weisner (“Mayor” or “Weisner”), and Aldermen Robert O’Connor (“O’Connor”) and Mike Saville (“Saville”) (collectively “Defendants”), alleging a violation of their First Amendment rights.
