This appeal is by the State of Connecticut from the grant of a petition for a writ of habeas corpus by the United States District Court for the District of Connecticut, Alan H. Nevas, Judge. Petitioner Biller successfully challenged the legality of his 1982 conviction on charges of interfering with a police officer on the basis that the denial of his in limine motion to preclude use on cross-examination of a 1976 conviction deprived him of the opportunity to testify in the 1982 case, even though his 1976 conviction was subsequently overturned on Fifth Amendment grounds by…
