STEWART, District Judge:

In a disciplinary proceeding conducted at the Sing Sing Correctional Facility (“Sing Sing”) on December 14, 1986, petitioner pro se Julio Giano was found guilty of escape from a prison facility, leaving an assigned area, and setting a fire. The penalty imposed was confinement in the Special Housing Unit (“SHU”) for a period of five years, with no phone, packages, or commissary privileges during the entire period.
