MEMORANDUM AND ORDER
SAFFELS, District Judge.
This matter is before the court on cross-motions for summary judgment. In this action, plaintiff seeks a de novo review, pursuant to the Food Stamp Act, 7 U.S.C. § 2023, and the applicable regulations, 7 C.F.R. § 279.10, of the decision of the United States Department of Agriculture, Food and Nutrition Service (hereinafter, “USDA”), which permanently disqualified plaintiff William C. Haskell, Jr. d/b/a Has-kell Brothers Grocery, from participation in the USDA Food Stamp Program. Plaintiff has also submitted a “motion to suppress” statements…
