AINSWORTH, Circuit Judge:

In 1976 more than forty savings and loan associations in Mississippi, including Bankers Trust Savings & Loan Association, became insolvent, thus resulting in a crisis for thousands of depositors. At the same time, Bankers Trust Savings & Loan Association’s holding company, Bankers Trust Company, likewise experienced severe financial difficulties.
